Mr. McCONNELL. Mr. President, I thank my friend from Mississippi. I will be brief. 5895 be withdrawn; that if cloture is invoked on the Rettig nomination, all postcloture time be yielded back and the Senate vote on the nomination; further, that if the nomination is confirmed, the motion to reconsider be considered made and laid on the table and the President be immediately notified of the Senate's action; that the Senate then resume legislative session and resume consideration of the conference report; that there be 10 minutes of debate equally divided in the usual form; that following the use or yielding back of time, the Senate vote on adoption of the conference report; and finally, that S. Con. Res. 46, correcting the title of H.R. 5985, be considered and agreed to, and the motions to reconsider be considered made and laid upon the table.
