Valadao Introduces Legislation to Force Immigration Vote on House Floor

Today, U.S. Congressman David G. Valadao (CA-21) joined with Congressman Jeff Denham (CA-10) to introduce a resolution to force the House of Representatives to vote on critical immigration provisions.

The resolution, a Queen-of-the Hill rule, allows multiple debates and votes on different immigration proposals. In this case, the resolution allows for four separate substitute amendments to H.R. 4760, the Securing America's Future Act of 2018.

"For far too long, Congress has failed to act to provide DACA recipients with the certainty they deserve," stated Congressman Valadao. He continued, "This Queen-of-the-Hill rule allows Members to do what they were elected to do - vote on critical legislation that impacts each and every one of our constituents. I look forward to voting in support of DACA recipients who contribute so much to our communities."

BACKGROUND

During the 114th Congress, the House considered a Queen of the Hill rule on various budget proposals. More information about this process can be found on the Congressional Research Services (CRS) website.

In this scenario, author of H.R. 4760, Congressman Bob Goodlatte (VA-06), will have the opportunity to offer the most updated version of the legislation, amended as necessary until offered. Following amendments, House leadership would have the opportunity to offer any bill they choose, as long as it is germane to any of the topics covered in H.R. 4760. Regardless of previous votes, the legislation that is considered "finally adopted" is the one that receives the greatest number of votes, as long as that number is more than 218. If all bills fail to reach 218 votes, none are adopted.
