Mr. Speaker, I rise to indicate that there is much confusion about something that is near and dear to me. There is
much confusion about impeachment, and so as to give some degree of clarity, I have, in this hand, an article that is styled, ``The Overcriminalization of Impeachment.'' It is dated August 7, 2017, by Gene Healy. He is with the Cato Institute.

I commend it to all who have any interest in impeachment, because this will give you a summary that will spare you a lot of reading in the Federalist Papers, reading many other articles. I commend it to you, and I will say more about it at a later time.
