Carter Pro-Life Bill Passes House of Representatives

Statement

Rep. John Carter (TX-31) is the proud cosponsor of H.R. 36, the Pain-Capable Unborn Child Protection Act, which passed the House of Representatives today. This landmark pro-life legislation restricts abortions after 20 weeks of pregnancy, and establishes criminal penalties for any person who performs or attempts an abortion against unborn children after 20 weeks.

Rep. Carter, a member of the House Pro-Life Caucus, released the following statement regarding the passage of this legislation:

"I'm proud to cosponsor this life-saving legislation, which bans abortions after 20 weeks of pregnancy. At 20 weeks, an unborn baby can feel pain, hear music, and respond their parents' voices. Children at this stage are undeniably human, and undeniably deserving of the right to life. The Pain-Capable Unborn Child Protection Act ensures no unborn baby can feel the pain of abortion, and criminalizes those who try. The fight isn't over yet, but as we continue to defend the rights of our unborn children, the passage of this bill is a huge win."
