FERC Decision to Postpone LICAP
NEW HAVEN, Conn. - Congresswoman Rosa L. DeLauro (Conn.-3) today issued the following statement on the Federal Energy Regulatory Commission's (FERC) decision to delay implementation of the Locational Installed Capacity (LICAP) mechanism for the New England region until at least October 2006.
"Today's decision is welcome news to all New England residents and businesses, which would be forced to pay higher prices if the LICAP schedule were implemented. If this project continued as planned, it would have a significant negative economic impact on the region, without any assurance of increased energy production.
"At a time when energy prices are already stretching family budgets, LICAP would impose a disproportionately expensive charge on New England electricity consumers. I am delighted that FERC has decided to postpone its implementation and I will continue to work with the New England Congressional delegation to ensure this misguided project does not move forward."
