Energy bill: Far from perfect, but better than expected
Last week, the Senate approved energy legislation by a vote of 74 to 26. While not ideal, this legislation takes several critically important steps forward for the Northwest. It opens up opportunity for our farmers to get into the biofuel business. It stops Enron from raiding Snohomish ratepayers' wallets. It does not allow for drilling of the Arctic .
The bill does not include my amendment that sets a goal of reducing America 's overdependence on foreign oil, side-stepping the most important energy challenge before us. Unfortunately, the leadership of this Congress lacks the political will to tackle this important issue at this time.
However, on the whole, this legislation is better than expected. It has some important provisions for the ratepayers of the Pacific Northwest , and some vital tools for the clean energy entrepreneurs and innovators that will help pave the way toward a better energy future. Now that we've passed a bill heavy on the nuts and bolts, it's time to get serious about a more visionary approach to curbing our addiction to oil. The fight to bolster America 's energy security is just beginning.
Getting to the root of Meth and ID Theft
I've heard from local law enforcement officials from around the state about the growing connection they're seeing in our communities between identity theft, the nation's fastest-growing crime, and the use and production of methamphetamines. The Spokane County Sheriff reports that 100 percent of the area's 2004 identity theft crimes had ties to meth. Pierce County officials report that between 80 to 90 percent of the county's identity theft defendants either have a pending or prior meth charge.
That is why I introduced legislation instructing the Department of Justice to conduct a comprehensive investigation into the link between meth abuse and ID theft, so we can develop a comprehensive strategy to stop these crimes. I am happy to report that last week, the Senate Commerce Committee accepted my proposal into a larger identity theft bill.
By investigating the link between ID theft and meth, we can develop a comprehensive solution that attacks the problems at their roots, and breaks the cycle of crime. I'll keep you updated as my proposal moves closer to becoming law.
Transportation bill contains important funding to spur Washington state economy
Transportation legislation that authorizes a large federal contribution to improving Washington state's roads and highways passed the House and Senate last week, and will soon become law. The funds will help important construction projects, including - but far from limited to - rebuilding the Alaskan Way Viaduct in Seattle , making northern border crossing improvements in Blaine , and rebuilding US-12 from Burbank to Walla Walla . The legislation will improve Toroda Creek Road in Ferry and Okanogan Counties, alleviate I-5 congestion in Southwest Washington , and redesign the North Spokane Corridor linking I-90, US-2, and US-395.
We need to think of these federal funds as an investment. These are well-spent dollars that will create jobs, improve our quality of life, and literally keep our economy moving. I'm proud of the way the Washington state congressional delegation has worked together in these tight financial times to make sure Washington gets the improvements our communities need.
Big win for upper White Salmon River
Almost twenty years after the lower portion of the White Salmon River garnered protection as a " Wild & Scenic River ," the upper portion is just days away from also gaining that protection. Legislation I championed with Rep. Brian Baird has passed both the House and Senate, and will soon become law with the President's signature.
This beautiful section of the river - stretching 20 miles and including Cascade Creek, a tributary of the White Salmon - will now gain permanent protection. The protection will ensure that Washingtonians - and the visitors who provide an important boost to the local economy - will be able to enjoy this river for many years to come.
