Mr. SCHUMER. Mr. President, I urge my colleagues to vote no on the motion for cloture. Whatever Members feel about gun liability, and there are many divided opinions here, nothing could be more important than returning to the DOD bill, supporting our troops, supporting our veterans. It is a $440 billion bill. The fact that we cannot debate it for more than a few hours says something is wrong with this Senate. We can do both. We should not leave the DOD bill until we finish. I urge a ``no'' vote on cloture, whatever your view is on the gun liability provision.
