Governor Hassan Applauds Executive Council Approval of Contract to Expand Substance Use Disorder Treatment Services

Continuing her efforts to increase access to substance misuse treatment services as part of the State's comprehensive approach to combat the heroin and opioid crisis, Governor Maggie Hassan applauded today's bipartisan vote by the Executive Council to approve a contract to expand the substance use disorder treatment services infrastructure statewide.

The contract provides $4,180,800 -- comprised of 75 percent federal funds and 25 percent general funds -- for service providers in Concord, Manchester, Nashua and Portsmouth to expand current services or provide new services for substance misuse, including intensive outpatient treatment services, partial hospitalization services, residential treatment services and withdrawal management services. The contract continues operationalizing the State's continuum of care model while expanding the State's substance use treatment disorder services infrastructure.

"In order to help those battling addiction, we are continuing to work to increase access to treatment services, including our bipartisan efforts to limit prior authorizations for treatment services, to revise licensing requirements for opening treatment facilities, and to provide coverage for substance misuse and behavioral health services through the reauthorization of the bipartisan New Hampshire Health Protection Program," Governor Hassan said. "This contract will build on those efforts and expand our treatment services infrastructure by supporting outpatient treatment, partial hospitalization, residential treatment and withdrawal management services at six providers across the state."

In addition, the Executive Council also approved an additional $450,000 for the Department of Health and Human Services' "Anyone. Anytime." media and public awareness campaign. Specifically, the additional funds will promote public awareness of the availability of Narcan -- or naloxone -- across the state to save lives in the event of an overdose, of treatment, prevention and recovery options, and of work with the Regional Public Health Networks to effectively address prevention, early identification and intervention, treatment and recovery support services for substance use disorders.

"I applaud both of these bipartisan votes today by the Executive Council, and I will continue working with members of both parties and stakeholders at all levels to support law enforcement and strengthen prevention, treatment and recovery in our comprehensive approach to combat the heroin and opioid crisis and help save lives," Governor Hassan said.
