Issue Position

The California Environmental Act (CEQA) is frequently used as a tool to obstruct worthy projects, often for reasons not related to the environment. The consequence is that even essential civic projects, such as water storage, schools, and senior housing, can be delayed for more than a decade. Kevin favors reforming the law to streamline the approvals process, widen exemptions, and increase judicial transparency.
