* Speeding up construction. We need new dams and water delivery systems to ensure people and employers have the water they need.

* Incentivize collection of storm water. We fail to capture 85% of Southern California storm-water. As a result, billions of gallons of rainwater flow into the ocean. It's time we use that for landscaping, for agriculture and to recharge aquifers.

* Plug water district leaks. California water districts lose 220 billion gallons a year to leaks. That's enough to supply the city of Los Angeles for a year.
