Mr. CASTRO of Texas. Mr. Speaker, today, the House of Representatives will consider H. Con. Res. 112--Expressing the sense of Congress opposing the President's proposed $10 tax on every barrel of oil. This unserious, nonbinding resolution is simply nothing more than a cynical Republican political messaging bill. Indeed, the resolution purposely fails to include that the proposal was a serious attempt by the President to finance the critical infrastructure needs our country most certainly requires. The energy industry is critical to the global economy. Unfortunately, the manner in which the majority has decided to have this discussion leaves little room for thought or earnest debate. For these reasons, I will vote Present, and will encourage my colleagues to continue to work in earnest to find a long-term, sustainable solution to move forward with putting Americans to work in building out our transportation needs.
