"Our first responsibility is to protect the safety and security of the American people, and the attack in San Bernardino makes it clear that we must remain ever vigilant against those who seek to do us harm. The United States must act to keep our country safe and defeat ISIL and the radical extremism that it breeds, while living up to the ideals of our great nation.

"There should be a thorough discussion about the United States' role in the complex situation in Syria. This should include consultation with Congress and a precise strategy that destroys ISIL, provides clear goals and a clear exit. This strategy should focus on eliminating ISIL's access to funding and weapons, engage our allies in the region to encourage them to take an active and meaningful role, and not commit U.S. combat troops on the ground.

"Congress must act without further delay to take commonsense steps to close the loophole that allows individuals on the FBI terrorist watchlist to buy guns, so far blocked by House Republicans."
