Congressman Boyle introduces bill to close visa loophole

Congressman Brendan Boyle, D-13, introduced legislation Monday to close a loophole that, he said, could help a foreign terrorist enter the U.S. with minimal screening.

The bill, HR 4173, would require any foreign individual who has traveled to Iraq and Syria within the past five years to apply for a regular visitor visa, rather than the expedited U.S. visa waiver program.

The regular visitor visa includes a detailed application, in-person interview at a U.S. embassy or consulate and fingerprint scans before being admitted to America.

"This is a reasonable step we all agree can and must be taken to secure our borders from foreign terrorists," Boyle said in a statement.

Boyle's congressional district includes parts of Montgomery County and Philadelphia.
