Young Successful with Amendment that "Strengthens Ability of the People to Hold Washington Accountable"

The House of Representatives today passed legislation 243 to 165, aimed at reining in the monster better known as the Code of Federal Regulations (CFR) and the federal agencies working overtime to feed and grow it.

H.R. 427, the Regulations from the Executive in Need of Scrutiny (REINS) Act adjusts the federal rule-making process so that any "major rules" - regulations with an impact of $100 million or more per year on the economy - cannot be carried out unless Congress enacts legislation specifically approving them.

Iowa Congressman David Young, a cosponsor of the REINS Act, successfully included an amendment he authored to the bill which brings needed transparency to the regulatory rule making process that hits the nation's economy by over $1.88 trillion each year. Young's amendment, which was passed in a bipartisan vote of 250 to 159, requires agencies to make available online the data, science, studies, and analyses upon which each regulation is proposed.

"My constituents in Iowa want transparency on the regulations and federal mandates coming out of Washington," said Congressman Young. "My amendment pulls back the cloak of secrecy on the information used by federal agencies and the over 300,000 federal employees who are tasked with creating and enforcing new regulations."

U.S. House Judiciary Chairman Bob Goodlatte praised Young's amendment and effective approach during debate on the House Floor this afternoon. "Congressman Young's amendment strengthens the ability of the people to hold Congress and Washington more accountable," noted the Chairman.

Young's language was included in the final version of the REINS Act which now awaits further consideration in the United States Senate.
