Summary

BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.

Article III, Section IX of the Constitution is amended in Paragraph VI by adding a new subparagraph to read as follows:
"(s) The General Assembly is authorized to provide by general law for the creation of the Georgia Next Generation 9-1-1 Fund. The General Assembly may provide by general law for the dedication and deposit of revenues raised from specified sources for the purposes of the fund into the fund. Moneys in the fund shall be exclusively used for the expansion, maintenance, and operation of 9-1-1 systems throughout the state, including the transition to Next Generation 9-1-1, as such term may be defined by the General Assembly, and all expenses related thereto. Any other appropriation from the Georgia Next Generation 9-1-1 Fund shall be void. Contributions and revenues deposited to the fund shall not lapse and shall not be subject to the limitations of subparagraph (a) of this Paragraph or of Article VII, Section III, Paragraph II."

SECTION 2.

The above proposed amendment to the Constitution shall be published and submitted as provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the above proposed amendment shall have written or printed thereon the following:
"( ) YES
( ) NO
Shall the Constitution of Georgia be amended so as to authorize the General Assembly to dedicate certain existing revenues, including revenues reallocated by law, to a nonlapsing fund to be used exclusively for the expansion, maintenance, and operation of emergency 9-1-1 systems in this state?"
All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes."
All persons desiring to vote against ratifying the proposed amendment shall vote "No." If
such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall become a part of the Constitution of this state.
