a) Welfare reform: Much as with the original CCC and WPA, replacing welfare with Community Service Corps (CSC) jobs from day one on in the public and private sector, we can do much to break the cycles of gangs, drugs, and joblessness in America once and for all, while saving both tax dollars and lives in the process. b) Crime prevention: By having some Community Service Corps (CSC) participants working as resident patrols, teacher's aides, and as assistants in afterschool and Urban Boot Camp programs, and by having gang members involved in drug-free education and restitution programs (eg, cleaning up graffiti, etc), we can again have clean, safe streets, world class schools and save tax dollars and lives in the process.
A penny of prevention is worth a dollar of cure; If we can reduce gang crime, drugs, and teen pregnancies by even 10% for starters by implementing Safe Haven, we will be saving around $20 billion annually; Re-investing at least some of this money into prevention-oriented programs, (eg, resident patrols, day care, afterschool and home health care, etc) would give us a multiplier effect with even greater savings (both financial and human) in future years.
