I do think people should be able to opt in and out of certain coverage. I can't afford health insurance under ACA because I have to pay for medical coverage I will never use. I think small businesses should get a payroll tax credit though.

In my opinion, more laws and regulations are not the answer. Congress needs to focus on refining enabling language of the current laws and policies so that the agencies in charge of executing the laws are doing so in accordance with the legislative intent. There shouldn't be any shame in going back and revising legislation that has become unwieldy or unworkable. Governing is hard, perfection is impossible.
