| After 46 years in Law Enforcement I believe a person is responsible for their actions, by using a bail system insures the possibility of a person would return for the court appearance. I believe between the ages of 16 and 18 a person knows right from wrong, but the state can allow a one time Youthful Offender status for the ages 16-18 and have the record sealed. | |||
