Current funding system needs a total overhaul: 1) Property taxes need to be leveled and loopholes closed (e.g., only one primary residence qualifies for homestead exemption); 2) Funds raised need to be pooled across the State and spent equitably; 3) Income taxes need to be levied progressively and in a manner that don't benefit those who can afford expensive tax lawyer; 4) Fee-in-lieu-of-taxes agreements need to be severely curtailed and limited to maximum 5 or 10 years. |
