| Re-Apportion the U.S. House of representatives. And prohibit the Senate from influencing any approved ration or basic Divisor the House might promulgate for its apportionment. Establish a "ceiling " Ratio, to be utilized for apportionment, most reasonably to be determined as one-third the least populated of the several states, upon enumeration. Based upon the length of terms, respective to the length of our U.S. senators, and the populations they serve. Senators serve the whole numbers of each state for Six yrs., and with Our House members serving one-third this duraci?n, it would seem logical, and simple enough to limit the Basic Divisor accordingly. |
