Issue Positions

For Presidential and Congressional candidates who refuse to provide voters with their positions, Vote Smart has researched their public records to determine their likely responses. These issue positions are from 2016.

  • "[...] I believe that human life begins at conception and I will leave to the Creator to judge the termination of life while still dependent upon the mother for sustainment. I will uphold the laws of man with regard to such terminations, but I will put my focus and energy into changing man’s indifference to life." (kerrybowers.com)
  • "The Fair Tax will eliminate all federal income taxes, alternative minimum taxes, payroll taxes, self-employment taxes, capital gains taxes, estate taxes, gift taxes and corporate taxes and replace them with a single national sales tax on all new products and all services. […] As to the effect on our struggling economy, the Fair Tax will grow and sustain the economy like no other tax system proposed to Congress today." (kerrybowers.com)

  • "To further aid our economic recovery, I would direct removal of hindering restrictions to oil, natural gas, and coal reserves; excluding those necessary to the security of our nation as recommended by DoD." (kerrybowers.com)
  • "I would agree that restrictions and the means of reasonably imposing them would be appropriate for the sale of arms to minors, the mentally ill, felons and illegal residents. I would also agree that the people should not have in their personal possession weapons that impart a degree of unacceptable risk to the community, such as that presented by explosive devices. But, I also believe that the people should have the right to keep as personal arms those that will provide some reasonable measure of defense, both in quality and quantity, as may be necessary to deter a government having overstepped the authority granted it by the people." (kerrybowers.com)

  • "The second objective will be voluntary and involuntary deportation of all illegal immigrants. The strategy we will employ will be opportunity restraint. […] First, we must register all illegal immigrants. Compliance with the registration mandate will be a significant gesture on the part of immigrants and indicative of future compliance with American law." (kerrybowers.com)

Pro-life Do you generally support pro-choice or pro-life legislation?
No In order to balance the budget, do you support reducing defense spending?
No In order to balance the budget, do you support an income tax increase on any tax bracket?
I have designed an example balanced budget at http://www.kerrybowers.com/fy-2016-budget-d.html. I have presented a 30-year amortized debt reduction schedule at http://www.kerrybowers.com/us-debt-amortization-schedule-dg.html I advocate only the Fair Tax in HR 25/ S 155 which I have personally edited for the Congressional sponsors. See my tax presentations beginning at http://www.kerrybowers.com/taxes-d.html
Yes Do you support the regulation of indirect campaign contributions from corporations and unions?
The greatest threat to the American people is the national news media who fabricate stories about who are and the real numbers of (presidential) candidates. Adding further to this corrupt practice is the national political committees who, by omission of correction, corroborate the false stories that serve to mislead the American people. I have filed a petition-for-rulemaking with the FEC that, if approved, will eliminate this deception imposed upon the people who, in actuality, do not select their candidates today, but have them selected by the media.
Yes Do you support capital punishment for certain crimes?
Yes Do you support alternatives to incarceration for certain non-violent offenders such as mandatory counseling or substance abuse treatment?
No Do you support mandatory minimum sentences for non-violent drug offenders?
I support repealing and modifying many of the federal drug laws and enforcement operations as detailed in my plan at http://www.kerrybowers.com/perspective-on-federal-drug-enforcement-d.html.
No Do you support federal spending as a means of promoting economic growth?
No Do you support lowering taxes as a means of promoting economic growth?
No Do you support providing tax incentives to businesses for the purpose of job creation?
See my tax documents at the link below which recommend only the Fair Tax as the absolute best solution for removing the tax tyranny in this country and sustaining the best possible conditions for national economic growth and individual prosperity.
No Do you support requiring states to implement education reforms in order to be eligible for competitive federal grants?
I support elimination of the Department of Education and all federal funding to education as implemented today, reserving to the States and their sub-political entities the responsibility of educating their children.
Yes Do you support building the Keystone XL pipeline?
No Do you support funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes Do you support increased regulations on the hydraulic fracturing ("fracking") industry?
See my energy policy at http://www.kerrybowers.com/energy-policy-d.html.
Do you believe that human activity is contributing to climate change?
Yes Do you support the federal regulation of greenhouse gas emissions?
I believe the Federal Government under the Constitution's 'defense and general welfare clause' has the authority to take action to protect the people of the United States from manmade environmental hazards. The problem has been with the way such has been imposed upon the people and business and with regards to an agenda other than that which is in the best interest of the public.
No Do you generally support gun-control legislation?
See my document written specifically from the writings of Madison, Hamilton and Jay in the Federalist Papers which inarguably point to the Federal Government having no authority to regulate the right to bear arms. In fact, such right was preserved for the people specifically to provide them the last means of defense against government, any government. See http://www.kerrybowers.com/2nd-amendment-d.html.
Yes Do you support repealing the 2010 Affordable Care Act ("Obamacare")?
See the only medical reform program designed to focus on supply rather than demand as do Medicare, Medicaid and the ACA (all tax programs that do not provide care), thus presenting the only possibility for decreased cost, more 'real' benevolent services, and greater accessibility for all to real health care. See my detailed plan at http://www.kerrybowers.com/health-care-d.html
No Do you support requiring illegal immigrants to return to their country of origin before they are eligible for citizenship?
See my detailed, two-part American Immigration Reform Plan at http://www.kerrybowers.com/immigration-d.html. The only detailed plan presented today by any 3rd District candidate.
Unknown Position Do you support same-sex marriage?
See my position on gender rights at http://www.kerrybowers.com/perspective-on-gender-rights-d.html. Man can neither create, alter, or dissolve marriage, an institution reserved only to God. Man can, however, create contractual instruments for any couple of hetero-or homosexual persuasion to meet the needs of man.
Yes Do you support targeting suspected terrorists outside of official theaters of conflict?
Should the U.S use military force in order to prevent governments hostile to the United States from possessing a nuclear weapon?
See my global strategy for engaging the ideologically-driven, criminally-disposed threat titled the DIVIDE Strategy Act of 2016. I have already submitted the draft legislation to Congress which is now being shared with the members of the House Armed Services Committee and the House Permanent Select Committee on Intelligence. See http://www.kerrybowers.com/strategy-to-divide-d.html and the draft legislation at http://www.kerrybowers.com/divide-strategy-act-of-2016.html.
Unknown Position Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?
See my American Social Security Reform Act at the link below which will reduce the discriminatory 2,700-plus rules for the administration of SS benefits to only 15 for the Old Age Survivors Insurance and 5 for Disability Insurance. The reforms I propose will guarantee the preservation of benefits for those that paid into the system while making possible the inclusion of alternate means of investing for one's future void of SS benefits. See my plan at http://www.kerrybowers.com/social-security-d.html and http://www.kerrybowers.com/american-social--security-reform-plan-dg.html.

All but excise taxes eliminated under the Fair Tax as presented in HR 25 and S 155.
I have 12 pieces of original legislation outlined for presentation to Congress, one of those already submitted, and two more I will co-sponsor (Fair Tax (HR 25) and Repeal of the 16th Amendment (HJ 16)). There are no 3 top priorities as I am simultaneously tackling taxation, regulation, immigration, health care, social security, national defense, and others. Recommend viewing my video 'Ten Steps To Restore America's Blessings' to grasp the essence of my plans for national restoration. See video at http://www.kerrybowers.com/ten-steps-to-restore-americas-blessings-nv-edition-d.html.
