What is the Political Courage Test?

North Dakota State Legislative Election 2008 Political Courage Test

The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.

I am not familiar with the current funding in all of these areas and where a need may be or may arise, and I do not want to commit to what I don't yet fully understand. That being said, my general feelings in all of these categories is to either maintain or decrease.
I am not deeply familiar with all of these taxes, but generally feel that things that are needed, like food and a place to live should not be taxed, income taxes should be "flatter" and if we need more income, we should raise taxes on non-essentials and luxury items.
I'm not sure I understand what is meant by "fee increases". It seems to me that the only way to balance budget is to either dip into money you have saved, or raise taxes. I don't support taking out any sort of loan or debt agreement to balance the budget.

I can understand the argument of why people would want to restrict these freedoms, yet I feel that it is more important to maintain a free government. And the only way to keep a free government that isn't corrupt is to be completely open with where the money comes from and where it goes.

But generally I would say that the government should stay out of it and that the citizens can manage themselves by the freedom of their own choice. I would only support legislation where I felt that a citizen was not able to manage a situation without government intervention.

Although I am feel strongly that technology is the key to more efficient transportation and energy, I generally feel that this can be accomplished more easily a free market than in a government regulated one.

I support current levels of enforcement and restrictions on purchase and possession of guns as far as I currently understand them, but my understanding is not exhaustive.

Although I support sexual education, I don't believe that conception education belongs in the classroom. There are other ways and places to educate.
Where it has been restricted, I want to return freedom to the individual, the business owner, the city, county and school districts. In all areas where they can maintain their own affairs, they should.
