Nebraska State Legislative Election 2008 Political Courage Test

The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.

No 1) Should state sales taxes be extended to Internet sales?
No 2) Should accounts such as a "rainy day" fund be used to balance the state budget?
No 3) Should fee increases be used to balance the state budget?
Yes 4) Do you support a tax incentive program rewarding companies that create high paying jobs in Nebraska?
We need to redirect our educational focus. We need to again teach technical and vocational skills. By reallocating dollars within education we can get better results for the same amount of money. Overall we spend too much money for the results. We need our state government to be more accountable and more efficient. We don't have too many programs; we spend too much on the programs we have.
Income tax on Social Security benefits should be eliminated. Income tax on retirement benefits should be greatly reduced.
As to tax incentives, I would change the criterea drastically, so while I support incentives, I do not think that the present system is effective. We simply copy other states and there is no advantage to that.

X h) Support using a merit pay system for teachers.
i) Provide state funding for tax incentives and financial aid to help make college more affordable.
j) Support allowing illegal immigrant high school graduates of Nebraska to pay in-state tuition at public universities.
I would allow for the possibility of a voucher system. I have studied the systems of other states and cities and don't see a great one out there. However, I think we need to allow for the possibility. I think teacher salaries need to be increased, but I don't support State funding of the increase.

Indicate which principles you support (if any) regarding employment.

X j) Support financial punishments for those who knowingly employ illegal immigrants.
X k) Support increased work requirements for able-bodied welfare recipients.
l) Increase funding for employment and job training programs for welfare recipients.
Overall, my position is that government should stay out of business. I do support the teaching of skills in our high schools and especially in our Community Colleges. This will provide the skilled workers that are needed and increase the average wage of our workers.

X b) Guaranteed medical care to all citizens is not a responsibility of state government.
c) Limit the amount of damages that can be awarded in medical malpractice lawsuits.

X e) Require hospitals and labs to release reports on infections that are a risk to public health, while not compromising patient confidentiality.
f) Legalize physician assisted suicide in Nebraska.
g) Support allowing doctors to prescribe marijuana to their patients for medicinal purposes.
I support removing the "non-profit" status from hospitals and health insurance companies that are clearly making enormous profits (billons) from health care, unless they prove, as they must in California, that their benefit to the community equals their tax share. The tax revenues generated would reduce the taxes of individuals and they in turn could afford health care.

1. Eliminate the income tax on Social Security benefits and most retirment benefits. This is revenue neutral because it will reduce the loss of retirees from our state and their spending will offset the minor loss of revenue to the State. 2. Pass legislation similar to Oklahoma regarding illegal aliens. Must have three components: Effective Identification; No State Benifits; Severe penalties for hiring or housing illegal aliens. 3. Teach vocational and technical skills to provide Economic Growth.
