Vote to pass a bill authorizing the Department of Environmental Protection to grant a general permit for small scale dredge and fill operations.

Highlights:

- Authorizes dry slip storage facilities approved with a development order before July 1, 1995 to be built, on the condition that not more than 15% of the “watercraft from the dry slip storage may access the water each day (sec. 1).” - Exempts conceptual reclamation plans submitted after July 1, 1996 from rules set by water management districts under certain conditions (sec. 2). - Authorizes the Department of Environmental Protection to issue a general permit for “dredge and fill activities impacting 5 acres or less of wetlands or other surface waters,… subject to agreement with the United States Army Corps of Engineers, provided the general permit is at least as protective of the environment and natural resources as existing state law… and the Clean Water Act and the River and Harbors Act of 1899 (sec. 3).”
