Vote to pass a bill that requires Supplemental Nutrition Assistance Program (SNAP) cards to be chip enabled in Ohio.

Highlights:

• Requires Ohio’s Supplemental Nutrition Assistance Program (SNAP) to begin using Electronic Benefit Cards (EBTs) (Sec. 1).

• Requires rules concerning cybersecurity and digital service related to EBTs for SNAP to be applied no later than one year after this Act’s effective date (Sec. 1).

• Requires cybersecurity measures for EBTs to meet security safeguards used in the private sector and required by federal agencies for credit, debit, and other mobile payments (Sec. 1).

• Requires the director to review rules every five years and update them as needed (Sec. 1).

• Requires the department to ensure that all new EBTs are chip enabled cards that meet the US Department of Agriculture’s technical guidance requirements (Sec. 1).

• Requires the department to replace all existing EBTs with chip enabled cards upon meeting the US Department of Agriculture’s requirements (Sec. 1).

• Requires the director of job and family services to ensure that their website contains a mechanism for SNAP recipients to report fraudulent transactions (Sec. 1).

• Appropriates $2,250,000 for SNAP EBT modernization (Sec. 5).

• Appropriates a further $750,000 labeled “Food Assistance Programs” to support the transition to chip enabled EBTs for SNAP (Sec. 5).
