Vote to concur with Senate amendments and pass a bill that requires summer camps to assess on-site hazards and prepare for severe weather in Oklahoma.

Highlights:

• Requires camp facilities, youth camps, and outdoor programs to conduct a site-specific hazard assessment by January 1, 2027 identifying applicable severe weather hazards, proximity to hazard exposure zones, structural vulnerabilities, and feasible evacuation routes (Sec. 3)

• Requires assessments to be reviewed every 3 years and submitted to the local county emergency management director (Sec. 3). 

• Requires camp facilities, youth camps, and outdoor programs to develop an emergency action plan by January 1, 2027 addressing severe weather monitoring, evacuation and shelter-in-place procedures, chain of command, staff and camper accountability, and post-event reunification (Sec. 4)

• Requires separate protocols for each applicable severe weather hazard (Sec. 4). 

• Requires each facility to maintain at least 2 independent methods of receiving severe weather alerts, including 1 that does not rely on cellular service, an internal communication system, and procedures for notifying parents or guardians during emergencies (Sec. 5). 

• Requires annual staff training on emergency procedures and hazard recognition and periodic drills appropriate to identified hazards (Sec. 7). 

• Requires written disclosure of material severe weather hazards and general emergency response procedures to participants or their parents or guardians before participation (Sec. 8). 

• Authorizes the regulating authority to impose corrective action plans, civil penalties, or facility closure for material noncompliance (Sec. 9). 

• Requires recreational campgrounds to develop written emergency action plans for natural disasters and severe weather, including evacuation routes and warning procedures, and submit plans to the local emergency management directory by January 1 of each year (Sec. 10). 

• Specifies that this act takes effect November 1, 2026 (Sec. 11).
