Vote to concur with Senate amendments and pass a bill that amends membership and oversight of the Oklahoma 2-1-1 Collaborative.

Highlights:

• Requires the Oklahoma 2-1-1 Collaborative to operate under the administrative oversight of the Department of Human Services (Sec. 1). 

• Reduces Collaborative membership from 15 to 9 members, consisting of the Directors of Human Services and Emergency Management, the State Commissioner of Health, and 6 private sector representatives appointed by the Governor, President Pro Tempore of the Senate and Speaker of the House (Sec. 1).

• Specifies that private sector members serve 3-year terms and may be reappointed (Sec. 1).

• Amends several Collaborative duties from active development and implementation responsibilities to an advisory role providing recommendations on statewide coordination, strategic planning, and funding formulas (Sec. 1). 

• Requires the Collaborative to meet at least twice per year and submit an annual report to the Department of Human Services by September 1 of each year (Sec. 1). 

• Specifies that the Collaborative has no jurisdiction over statewide or competitively bid contracts (Sec. 1). 

• Specifies that this act takes effect November 1, 2026 (Sec. 2).
