Title: A bill to amend the Help America Vote Act of 2002 to require voters to provide photo identification

  • Specifies that this prohibition shall not apply to overseas military voters and certain disabled or elderly voters (Sec. 1).

  • Requires states, to the extent practicable, to ensure public access to digital imaging devices for individuals to make a free copy of their valid photo identification (Sec. 1).

  • Specifies that these requirements take effect one day after the bill's enactment (Sec. 1).

NOTE: THIS IS A VOTE TO INVOKE CLOTURE ON A MOTION TO PROCEED, WHICH SENDS THE LEGISLATION TO THE FLOOR OF THE SENATE FOR DEBATE AND AMENDMENT. A MOTION TO PROCEED ALONE REQUIRES A MAJORITY FOR APPROVAL. HOWEVER, THE MOTION CAN BE FILIBUSTERED, AND WHEN THIS OCCURS, A CLOTURE VOTE IS NECESSARY TO VOTE ON THE MOTION TO PROCEED. A THREE-FIFTHS MAJORITY OF THE SENATE IS NECESSARY TO INVOKE CLOTURE.
