Title: Authorizes Provisional Concealed Carry Licenses for 18 to 20 Year Olds
Vote to override a veto of a bill that authorizes provisional concealed carry licenses for individuals 18 to 20 years old in Kentucky.
Requires the Department of Kentucky State Police to issue provisional concealed carry licenses to individuals ages 18 to 20 who meet the existing eligibility criteria for a standard license, including firearms training and a background check (Sec. 1).
Specifies that a provisional license is valid statewide until the holder turns 21 and authorizes the holder to carry a concealed firearm, other deadly weapon, and ammunition on their person (Sec. 1).
Requires provisional licenses to be readily distinguishable from standard licenses (Sec. 1).
Requires the Department of Kentucky State Police to mail holders of provisional licenses a notice of expiration and an application to convert to a standard license at least 90 days before the provisional license expires (Sec. 1).
Requires holders who fail to apply within 6 months of expiration to submit a new application (Sec. 1).
Specifies that holders converting from a provisional to a standard license are not required to retake firearms training and that the standard license is not valid until the holder turns 21 (Sec. 1).
Specifies that this act takes effect July 14, 2026 (Sec. 1).
