Vote to pass a bill that expands the use of the California Department of Justice's Missing Persons DNA Program.

Highlights:

• Requires the Department of Justice’s “Missing Persons DNA Program" to develop a DNA database for all cases involving unidentified persons, whether living or deceased (Sec. 1). 

• Specifies that the sole purpose of the database is to identify missing persons and requires it be kept separate from other criminal DNA databases (Sec. 1). 

• Authorizes the retention of DNA extracted from a living person if identified human remains are incomplete and there is a reasonable expectation that additional remains may be found (Sec. 1). 

• Authorizes parents or appropriate relatives of a missing person to voluntarily provide a DNA sample or personal articles for identification purposes (Sec. 1). 

• Classifies the knowing, unauthorized disclosure of DNA or forensic identification information as a misdemeanor (Sec. 1). 

• Requires the DNA database be funded by a $2 fee increase on death certificates issued by local or state agencies (Sec. 2). 

• Specifies that the Department of Justice may prioritize case analysis, giving priority to cases involving children or homicide victims (Sec. 2).
