Vote to pass a bill that establishes rules for recovery residences in California.

Highlights:

• Requires that a recovery housing program meet all the following requirements (Sec. 2):

• Satisfy the core components of Housing First’s Welfare and Institutions Code;

• Use substance use-specific, peer support, and physical design that supports individuals and families on a path to recovery from substance use disorders;

• Emphasize abstinence;

• Offer tenants permanent housing or program participants interim housing;

• Provide nonclinical services that are participant driven and tailored to participant needs and facilitates voluntary access and linkages to licensed treatment providers and services;

• Unless participation in recovery housing is court ordered, the tenant, the program participant, or their family must be offered at least one harm-reduction housing placement option;

• Relapse is not, unless another lease violation, grounds for eviction from recovery housing;

• Medications including buprenorphine, methadone, and naltrexone may be included. The residence does not directly provide or prescribe medications for the treatment of mental health conditions or substance use disorders; and

• Provide emergency preparedness and overdose prevention and response training to staff and residents and make overdose reversal medication available to staff and residents onsite.

• Prohibits participation in recovery housing programs and eligibility from being conditioned on the recovery housing to provide clinical treatment services (Sec. 2).
