Vote to pass a bill that limits government agencies' ability to promulgate permanent and emergency rules in Wisconsin.
Limits state agencies to enacting either a permanent or an emergency rule for a given statement of scope and requires the agency to specify in the statement of scope whether it is for a proposed emergency or permanent rule (Sec. 1).
Specifies that a statement of scope for an emergency rule expires after six months, after which an agency may not enact an emergency rule based on that statement of scope (Sec. 3).
