Title: Prohibits the Operation of Warrant Resolution Clinics
Vote to pass a bill that prohibits the operation of warrant resolution clinics in Iowa.
Defines “warrant resolution clinic” as a prearranged, advertised event designed to allow individuals with outstanding arrest warrants to appear and resolve their warrants without being subject to immediate arrest (Sec. 1).
Prohibits an entity or individual from organizing, promoting, or participating in a warrant resolution clinic (Sec. 1).
Specifies that an individual with an outstanding warrant for their arrest may only resolve the warrant by the following means (Sec. 1):
Surrendering to a peace officer or at a law enforcement agency;
Appearing at a scheduled court hearing as directed by a magistrate or judge; or
Through a written or oral motion on an individual case ruled on by the court under standard judicial procedures.
Prohibits the use of public funds or facilities for the purpose of hosting a warrant resolution clinic (Sec. 1).
Prohibits substantially equivalent operations to a warrant resolution clinic that offer warrant resolution outside of standard judicial procedures and without the risk of arrest (Sec. 1).
Classifies a violation of this section as a misdemeanor punishable by removal from office for public officials or employees, or a fine of up to $10,000 for private citizens (Sec. 1).
Specifies that this Act takes effect immediately upon passage (Sec. 2).
