  • Prohibits an individual from dispensing an abortion-inducing drug without being authorized to do so, and without being in a health care setting (Sec. 7).

  • Exempts the dispensing of an abortion-inducing drug in response to a medical emergency from the prohibition described above (Sec. 7).

  • Establishes civil-liability and licensure discipline for individuals who dispense abortion-inducing drugs or perform an abortion in violation of this Act (Sec. 8-9).
