Vote to concur with House amendments and pass a bill that authorizes individuals under the age of 18 who are experiencing homelessness to receive a certified copy of their West Virginia birth certificate.

Highlights:

• Authorizes the State Registrar to provide a certified copy of an individual’s West Virginia birth certificate free of charge to those who are homeless, provided that they are under the age of 18 and submit a written application (Sec. 1). 

• Requires the commissioner to deposit $1 to the Vital Statistics Improvement Fund and $4 to the General Revenue Fund account from the department's treasury when a certified copy of a birth certificate is provided to a homeless individual (Sec. 1). 

• Specifies that this Act takes effect 90 days after passage (Sec. 1).
