Title: Appropriates Funds for the Fiscal Year 2027 State Operating Budget
Vote to concur with House amendments and pass a bill that appropriates funds for the fiscal year 2027 state operating budget in Alabama.
Appropriates funds to the legislative branch for fiscal year 2027, including the following amounts (Sec. 3):
$19.7 million to the Examiners of Public Accounts;
$12.6 million to the Legislative Council; and
$28 million to the Legislature.
Appropriates funds to the judicial branch for fiscal year 2027, including the following amounts (Sec. 3):
$15.8 million to the Supreme Court; and
$245.8 million to the Unified Judicial System.
Appropriates funds to the executive branch for fiscal year 2027, including the following amounts (Sec. 3):
$87.2 million to the Department of Agriculture and Industries;
$169 million to the Alcoholic Beverage Control Board;
$36 million to the Office of the Attorney General;
$22.5 million to the Banking Department;
$17.4 million to the Department of Child Abuse and Neglect Prevention;
$22 million to the Department of Commerce;
$472.9 million to the Department of Conservation and Natural Resources;
$981.4 million to the Department of Corrections;
$82.1 million to debt service;
$53.3 million to District Attorneys;
$1.6 billion to the Department of Economic and Community Affairs;
$95.3 million to the Emergency Management Agency;
$314.3 million to the Department of Environmental Management;
$134.1 million to the Department of Finance;
$41.4 million to the Department of Forensic Sciences;
$41.4 million to the Forestry Commission;
$17.9 million to the Board of Trustees of the Forever Wild Land Trust;
$1.36 billion to the Department of Public Health;
$22.1 million to the Historical Commission;
$3 billion to the Department of Human Resources;
$68.3 million to the Industrial Development Authority;
$97.8 million to the Office of Information Technology;

$54 million to the Soil and Water Conservation Committee;
$11.5 million to the Surface Mining Commission;
$41.7 million to the Tourism Department;
$2.6 billion to the Department of Transportation;
$198.5 million to the Department of Veterans Affairs;
$155.5 million to the Department of Workforce; and
$40.8 million to the Department of Youth Services.
Appropriates funds for other purposes for fiscal year 2027, including the following amounts (Sec. 3):
$28.8 million to the County Government Capital Improvement Fund;
$85.7 million to the fair trial tax transfer;
$15.3 million to the feeding of prisoners;
$34 million to the State Small Business Credit Initiative Fund; and
$28.8 million to the Municipal Government Capital Improvement Fund.
Establishes various provisions for the enactment of the state budget and for the distribution of remaining unappropriated funds (Sec. 4-27).
Specifies that this Act takes effect October 1, 2026 (Sec. 28).
