Title: Establishes Requirements for Firearms Dealers
Vote to pass a bill that establishes requirements for firearm dealers in Colorado.
Requires firearms dealers to obtain a permit in order to transfer firearms into or out of the state (Sec. 2).
Prohibits a firearms dealer from being issued a permit if the dealer or any responsible person of the dealer has had a dealer’s license revoked, suspended, or denied within the previous three years (Sec. 2).
Establishes a fine of up to $75,000 for a second violation of a federal law or rule that would result in potential revocation of a firearm’s license, and which takes place after January 1, 2027 (Sec. 2).
Requires firearms dealers to keep a record of each firearm transaction they conduct, other than transactions solely involving destructive devices (Sec. 3).
Prohibits any state agency from using the information obtained from dealer records to create or maintain a registry identifying firearm ownership (Sec. 3).
Classifies the failure to keep the required records of transaction for any firearm as a class 2 misdemeanor (Sec. 4).
Requires each responsible person of a firearms dealer who handles, sells, transfers, or otherwise has access to firearms to complete an annual training course (Sec. 5).
Requires firearms dealers to secure each large-capacity magazine behind a counter, in an enclosed and locked display case, or in a locked room inaccessible to the public (Sec. 5).
Requires firearms dealers to submit a comprehensive security plan that demonstrates measures to protect personnel, customers, firearms, and ammunition, and to prevent unauthorized entry, by January 1, 2027 (Sec. 5).
Requires firearms dealers to report the theft or loss of a firearm from their inventory within 48 hours of learning of the theft or loss (Sec. 5).
