Vote to concur with Senate amendments and pass a bill that prohibits law enforcement from wearing facial coverings in Oregon.

Highlights:

• Requires on-duty law enforcement officers to wear uniforms that feature the last name of the officer or a unique identifying number along with the name of their employing agency and an official issued badge (Sec. 1).

• Requires a law enforcement agency operating in the state to maintain and post a publicly available policy on face coverings that at minimum includes the following (Sec. 3):

• A restriction on the use of face coverings except for specific circumstances;

• A requirement that all sworn law enforcement officers not wear a facial covering  while carrying out official duties; and

• A list of tailored exceptions for the use of facial coverings.

• Prohibits state or local law enforcement employees from intentionally assisting a federal or out of state law enforcement agency’s operation if the employee knows that the investigation or arrest is occurring due to the following (Sec. 7):

• On the basis of an individual's conduct protected by the First Amendment of the United States Constitution;

• On the basis of an individual’s membership in a class of persons including race, color, religion, sex, sexual orientation, gender identity, national origin, marital status, disability or age; or

• As part of an unlawful search or seizure or other surveillance operation that violates the Fourth Amendment of the United States Constitution.

• Specifies that this Act takes effect immediately upon passage (Sec. 15).
