Title: Prohibits Law Enforcement Officers From Wearing Facial Coverings
Vote to concur with Senate amendments and pass a bill that prohibits law enforcement from wearing facial coverings in Oregon.
Requires on-duty law enforcement officers to wear uniforms that feature the last name of the officer or a unique identifying number along with the name of their employing agency and an official issued badge (Sec. 1).
Requires a law enforcement agency operating in the state to maintain and post a publicly available policy on face coverings that at minimum includes the following (Sec. 3):
A restriction on the use of face coverings except for specific circumstances;
A requirement that all sworn law enforcement officers not wear a facial covering while carrying out official duties; and
A list of tailored exceptions for the use of facial coverings.
Prohibits state or local law enforcement employees from intentionally assisting a federal or out of state law enforcement agency’s operation if the employee knows that the investigation or arrest is occurring due to the following (Sec. 7):
On the basis of an individual's conduct protected by the First Amendment of the United States Constitution;
On the basis of an individual’s membership in a class of persons including race, color, religion, sex, sexual orientation, gender identity, national origin, marital status, disability or age; or
As part of an unlawful search or seizure or other surveillance operation that violates the Fourth Amendment of the United States Constitution.
Specifies that this Act takes effect immediately upon passage (Sec. 15).
