Vote Smart's Synopsis:

Vote to amend and pass a bill that authorizes the expansion of conditions eligible to receive a medical cannabis card in Georgia.

Highlights:

• Requires the usage of the term “medical cannabis” rather than “low THC oil” in the act (Sec. 2). 

• Requires medical cannabis to be in a pharmaceutical container labeled with the amount of prescribed milligrams (Sec. 3). 

• Prohibits the issuance of dispensing licenses on and after July 1, 2026 for any location where the sale of distilled spirits would be prohibited under this act (Sec. 3). 

• Authorizes the federal government to issue an electronic and/or physical registration card to the patient or caregiver, allowing for immediate purchase of medical cannabis or eligible products (Sec. 3). 

• Authorizes the card to be valid for five years from the date of issuance regardless of the patient’s nonuse so long as the patient or caregiver remains eligible based on annual certification, excluding patients with incurable or irreversible conditions from annual certifications (Sec. 3). 

• Expands the list of conditions for which an individual may be eligible for a medical marijuana card to include the following (Sec. 3):

• Any cancer except non-metastatic skin cancer;

• Any inflammatory bowel disease;

• Lupus;

• Severe arthritis; and

• Severe insomnia.

• Requires the repeal of all laws and parts of laws that conflict with this act (Sec. 4).
