Vote to concur with House amendments and pass a bill that establishes a pathway to licensure for international medical graduates experiencing hardship in Washington.

Highlights:

• Requires graduates of medical schools outside of the United States or Canada to submit an application to practice medicine with the following (Sec. 1):

• Proof that the applicant has completed a resident course in a school of medicine equivalent to the requirements for other applicants;

• Proof that the applicant meets all of the requirements which must be met by graduates of the United States and Canadian school of medicine;

• Proof that the applicant has passed the examination given by the commission for foreign medical graduates; and

• Proof that the applicant has the ability to read, write, speak, understand and be understood in the English language.

• Establishes a clinical experience graduate pilot program that creates a pathway to full licensure upon completion of the following (Sec. 2):

• Two years of supervised clinical experience license practice in addition to two years of continuous supervised clinical practice;

• The requirements of the clinical experience license program;

• Step 3 of the United States medical licensing examination; and

• Passage of a commission approved clinical competency assessment.
