Title: Establishes a Constitutional Right to Abortion
Vote to pass a bill that establishes a constitutional right to abortion in Pennsylvania, which must be presented to the electorate for approval.
Amends Article 1 of the Constitution of Pennsylvania by adding a section stating that every individual has the fundamental right to exercise personal reproductive liberty and make decisions regarding their own reproduction, including the ability to prevent, continue, or end pregnancy (Sec. 1).
Prohibits the state from denying, burdening, or infringing on this right unless justified by a compelling state interest achieved by the least restrictive means (Sec. 1).
Authorizes the state to regulate the provision of abortion care after fetal viability (Sec. 1).
Prohibits the state from preventing an abortion that is medically indicated to protect the life or physical or mental health of the pregnant individual (Sec. 1).
Requires the Secretary of State to submit the constitutional amendment described above to qualified voters at the first general or municipal election after this Act passes the General Assembly twice (Sec. 2).
