Title: Establishes Regulations for Secondhand Dealers of Cellphones
Vote to concur with House amendments and pass a bill that establishes regulations for secondhand dealers of cellphones and wireless communication devices in New Jersey.
Specifies that the definition of “secondhand dealer” includes an automated kiosk that purchases secondhand property, and does not include an entity licensed to provide portable electronics insurance (Sec. 1).
Requires secondhand dealers of cellphones to include a device identifier number in the description of the device as soon as it is available to them (Sec. 1).
Requires secondhand dealers of cellphones to collect identification from individuals attempting to sell a cellphone to them, and if they do not have photo identification, take a photo that is sufficient to verifiably identify the seller (Sec. 1).
Requires secondhand dealers of cellphones to maintain the records required by this section for one year after the purchase of a cellphone (Sec. 1).
Prohibits secondhand dealers of cellphones from selling or sharing information regarding a person who sells a cellphone to them, unless requested for inspection by the Director of the Division of Consumer Affairs (Sec. 1).
Specifies that this Act takes effect immediately upon passage (Sec. 3).
