Vote to pass a bill that amends requirements for plugging orphaned oil and gas wells in Ohio.

Highlights:

• Defines federal mineral royalty as the state's share of payments received under 30 U.S.C 191 from oil, gas, and other mineral production on federal lands within the state, which includes the national first system lands (Sec. 131.52).

• Specifies that the mineral royalty clearing fund is in custody of the state treasure, but not a part of the state treasury, and funds received from the department of the interior office of natural resources will be deposited into the fund (Sec. 131.52).

• Specifies that money received can be allocated to planning, construction and maintenance of public facilities and provision of public services (Sec. 131.52).

• Requires the oil and gas land management to create a standard lease form that can be used by state agencies (Sec. 155.34.).

• Requires that the director of natural resources distribute money from the sales of national forest timber  and other forest products (Sec. 1503.35).

• Establishes the division of oil and gas resources, their role is to re regulate oil and gas wells in the state (Sec. 1509.02).

• Requires an application for a permit to drill a new well, drill an existing well deeper, use a well other for its original purpose, or plug a well into a different source of supply (Sec. 1509.06).

• Requires individuals to obtain an identification number from the chief of the division of oil and gas renounce management before operating a well (Sec. 1509.31).

• Specifies that the Oil and Gas Well Fund will be used for the expenses of the division of oil and gas resource management (Sec. 343.30).
