Vote to pass a bill that appropriates $190 million dollars from the Ohio Medicaid contingency reserve in order to partially fund Medicaid.

Highlights:

• Appropriates $190 million from the Medicaid Contingency Reserve to the Department of Health and Human Services for the 2025-2026 fiscal year to be used to adjust Medicaid funding to account for projected changes in enrollment, enrollment mix, service and capitation costs, and Federal match rates (Sec. 1)

• Requires Local Management Entities/Managed Care Organizations (LME/MCOs) to make intergovernmental transfers to the Department of Health and Human Services, Division of Health Benefits, in an aggregate amount of $18,028,217 in the 2025-2026 fiscal year and the same for the 2026-2027 fiscal year (Sec. 2a). 

• Specifies that if a county disengages from an LME/MCO and realigns with another LME/MCO during the 2025-2027 fiscal period, the Division of Health Benefits has the authority to reallocate the money of the intergovernmental transfer required under Section 2a (Sec. 2b).
