Title: Appropriates $190 Million from the Medicaid Contingency Reserve to Partially Fund Medicaid
Vote to pass a bill that appropriates $190 million dollars from the Ohio Medicaid contingency reserve in order to partially fund Medicaid.
Appropriates $190 million from the Medicaid Contingency Reserve to the Department of Health and Human Services for the 2025-2026 fiscal year to be used to adjust Medicaid funding to account for projected changes in enrollment, enrollment mix, service and capitation costs, and Federal match rates (Sec. 1)
Requires Local Management Entities/Managed Care Organizations (LME/MCOs) to make intergovernmental transfers to the Department of Health and Human Services, Division of Health Benefits, in an aggregate amount of $18,028,217 in the 2025-2026 fiscal year and the same for the 2026-2027 fiscal year (Sec. 2a).
Specifies that if a county disengages from an LME/MCO and realigns with another LME/MCO during the 2025-2027 fiscal period, the Division of Health Benefits has the authority to reallocate the money of the intergovernmental transfer required under Section 2a (Sec. 2b).
