Vote to concur with Senate amendments and pass a bill that requires junk dealers and recyclers to include additional written information, including the time and amount paid for each sale or purchase of junk made, and the name of the employee making the transaction in California.

Highlights:

• Requires junk dealers or recyclers to record all of the following (Sec. 1):

• The date, time, and amount paid of each transaction made and the employee handling the transaction;

• Photo identification; 

• Vehicle license number;

• Name and address of each person to whom junk is sold or disposed of;

• Description of the items of junk purchased or sold; and

• Signed statement that the seller of the junk is the owner of it. 

• Prohibits junk dealers or recyclers from possession of any of the following material (Sec. 2):

• A fire hydrant;

• A fire department connection;

• A maintenance hole cover;

• Backflow devices; and

• Street lights or traffic signals and their related equipment.

• Requires junk dealers who unknowingly take possession of any of the materials specified in this section to notify the appropriate law enforcement agency (Sec. 2).
