  • Prohibits junk dealers or recyclers from possession of any of the following material (Sec. 2):

    • Backflow devices; and

    • Street lights or traffic signals and their related equipment.

  • Requires junk dealers who unknowingly take possession of any of the materials specified in this section to notify the appropriate law enforcement agency (Sec. 2).

  • Specifies that junk dealers or recyclers who receive materials ordinarily used by railroad companies, transportation companies, or government agencies will be penalized by a fine of $1,000, or by imprisonment for no more than one year (Sec. 3)

  • Specifies that any person who receives materials ordinarily used by railroad companies, transportation companies, or government agencies will be penalized by a fine of no more than $5,000 (Sec. 4).
