Title: Prohibits Unsafe Relaxers in Hair Products
Vote to concur with House amendments and pass a bill that prohibits unsafe relaxers in hair products.
Prohibits any person from manufacturing, distributing, selling, or offering for sale any hair relaxer product that contains any of the following ingredients (Sec. 2):
Formaldehyde;
Isobutylparaben;
Isopropylparaben;
Cyclohexylamine;
Cyclotetrasiloxane;
Diethanolamine perfluorooctane sulfonate;
Dibutyl phthalate;
Diethylhexyl phthalate; and
Lily aldehyde.
Requires the Department of Toxic Substances Control to adopt regulations, as specified, for the purposes of implementing, interpreting, enforcing, or making specific these provisions on or before January 1st, 2030 (Sec. 2).
Requires the manufacturer, upon request from the Department of Toxic Substances Control, to provide documentation and test results to demonstrate compliance with these provisions (Sec. 2).
Authorizes the Department of Toxic Substances Control to test hair relaxer products (Sec. 2).
Specifies that a violation of these provisions is punishable by administrative or civil penalties (Sec. 2).
Specifies that all money collected from civil penalties shall be deposited in the Combatting Unsafe ReLaxers (C.U.R.L) Act fund, whose revenues shall be used to cover the Department’s costs of implementing the bill (Sec. 2).
