Title: Extends the Authorization for Physicians and Pharmacists to Provide Hypodermic Needles and Syringes Without Prescription or Permit Indefinitely
Vote to pass a bill that amends the Pharmacy Law to authorize physicians and pharmacists in California to provide individuals with syringes and hypodermic needles without a prescription or permit indefinitely.
Authorizes pharmacists and physicians to issue hypodermic needles and syringes without a prescription (Sec. 1).
Specifies that the purpose of the bill is to prevent the transmission of HIV and other bloodborne diseases (Sec. 1).
Requires nonprescription hypodermic needles to be stored in an area available to authorized personnel only (Sec. 1).
Requires the creation of a disposable program that meets state and federal standards for medical sharps waste (Sec. 1).
Requires pharmacies to disclose access to drug treatment, access to testing and treatment for HIV and hepatitis C, and how to safely dispose of sharps waste (Sec. 1).
Prohibits the possession of an opium pipe or other devices from the unlawful use of injecting or smoking controlled substances (Sec. 2).
