Title: Establishes the Independent System Operator as a Regional Organization
Vote to concur with Senate amendments and pass a bill that establishes the Independent Regional Operator as a regional organization and repeals provisions requiring the Power Exchange to provide efficient competitive auctions to suppliers.
Specifies that the Independent System Operator governing board members will include 5 individuals who are appointed by the Governor and confirmed by the Senate (Sec. 1).
Specifies that members of the board will serve different terms, ranging from 1-3 years (Sec. 1).
Requires the Independent System Operator to develop, publish, and annually update reports that include changes to federal tariffs, status of policy initiatives, actions taken by the governing board, an assessment of market analysis during the prior year, and actions undertaken within the transmission planning process (Sec. 3).
Requires the Energy Commission to revise relevant rules, regulations, and guidance to ensure seamless governance by the Independent System Operator (Sec. 9).
