Title: Establishes New Mileage Tax for EV's and Requires More Frequent Audits of ODOT
Vote to pass a bill that establishes a new mileage tac for electric vehicles and requires more frequent audits of ODOT
Requires biennial performance audits of the Department of Transportation relating to the use of money in the State Highway Fund and capital projects carried out by the department (Sec. 1).
Increases the license tax on the sale, use, distribution, or withdrawal of motor vehicle fuel and aircraft fuel from 34 cents per gallon to 46 cents per gallon (Sec. 16).
Increases the excise tax on the use of fuel for a motor vehicle from 34 cents per gallon to 46 cents per gallon (Sec. 17).
Increases the vehicle registration fee for most passenger vehicles by $42 (Sec. 18).
Increases the vehicle registration fee for utility trailers or light trailers from $63 to $105 (Sec. 18).
Increases the vehicle registration fee for mopeds and motorcycles from $44 to $86 (Sec. 18).
Increases the vehicle registration fee for low-speed vehicles from $63 to $105 (Sec. 18).
Increases the vehicle registration fee for medium-speed electric vehicles from $63 to $105 (Sec. 18).
Specifies that the amount of revenue attributable to the increase in taxes in Sections 16, 17, 18, 19, and 46 of this act shall be allocated as follows (Sec. 20):
50% to the Department of Transportation;
30% to counties for distribution; and
20% to cities for distribution.
Requires that no later than July 31 of each calendar year, money received under Section 20 of this Act shall be distributed proportionately to counties with fewer than 200,000 registered vehicles based on a ratio maintained by each county to registered vehicles (Sec. 21).
Increases the tax on in-state wages to be diverted to public transit from 0.1% to 0.2% (Sec. 24).
Requires drivers of electric and hybrid vehicles to enroll in the OReGo pay-by-mile road usage program (Sec. 30).
Increases the fee paid each year during the registration period from $35 to $65 for vehicles that have a combined rating of 40 miles per gallon (Sec. 46).
Increases the fee paid each year during the registration period from $115 to $145 for electric vehicles (Sec. 46).
Increases the amount of money the Department of Transportation allocates each year for the maintenance, management, improvement, and development of roadside rest areas from $9.16 million to $12.16 million (Sec. 58).
Repeals Section 54 of the Accountability and Highway Cost Allocation Study, which required tolls for certain highway projects (Sec. 54).
