Vote to pass a bill that authorizes the Pennsylvania Department of Transportation and the Turnpike Commission to use design-build best value procurement for road and bridge projects.

Highlights:

• Authorizes the Department of Transportation to use the design build best value source selection method for projects when its secretary determines that the project would benefit from the method due to any of the following reasons (Sec. 1):

• Potential complexity;

• Potential for innovation;

• Unique equipment;

• Project risks;

• Project schedule;

• Estimated project value; or

• Other project considerations.

• Prohibits the Department from advertising more than 10 build best value procurements per year (Sec. 1).

• Requires the Department to provide public notice of any determination for the use of design build best value (Sec. 1).

• Specifies that this Act takes effect immediately after passage (Sec. 2).
